Mr. Khasar Khabylbekov
First Deputy Akim of the region
Born in 1986, Kazakh, has two higher educations, in 2006 he graduated from the Kazakh Institute of Law and International Relations with a degree in “Bachelor of Law”, in 2014 - Pavlodar State University named after S. Toraigyrov with a degree in “Transport Construction”. He has a master's degree in engineering and technology.
Career
He began his career in 2008 in non-state structures.
From 2012 to 2016, he held various positions in the executive bodies of the Pavlodar region: from the chief specialist of the department of passenger transport and highways to the head of the production department of the department of state architectural and construction control and licensing in the Pavlodar region.
In 2016 - Director of Kazstroy Engineering PV LLP
From 2017 to 2020, he held the positions of chief inspector of the regional akim’s office, deputy akim of the Terenkol district and Shcherbaktinsky district, the cities of Ekibastuz and Pavlodar.
In 2021, the chief of staff of the akim of the city of Aksu.
From June 2021 to August 2021 - Head of the State Institution “Construction Department of Pavlodar Region”.
From August 2021 until his appointment, he held the position of deputy akim of the city of Pavlodar.
